However, deposit and withdraw are not available now. The btsx are those from Feb 28th left on the btc38.

It's good to see what's the expectation of market before the official release of BTSX 1.0.

Hmm. Has btc38 'inadvertently' / prematurely updated their BTS-pts ticker to say BTS-X? I assume its not BTS-X being traded (there are trades occuring) as the official BTS-X is not launched yet, right?

I'd say it overestimates because you have BTC -> BTSX from everyone but BTSX->BTC only from a small subset of people who want to dump

I do not think 250,100 PTS is small subset, but that's only my opinion and opinions:

Is that their balance? Bter also honored the snapshot, which belongs to which?

I thought Bter is the 'smaller' of the two, in Chinese terms, but I might be wrong.

Actually if it does I am not lucky, I am too conservative; and I would lose some money.

Do not use this post as information for making any important decisions. The only agreements I ever make are informal and non-binding. Take the same precautions as when dealing with a compromised account, scammer, sockpuppet, etc.
