Fair enough the purpose of refund400k promoted by its proponents is to block excessive worker payouts, however it's irrefutable that any worker proposal which fails to become activated on the network (for whatever reason) fundamentally lacks network consensus; BSIPs which lack sufficient network consensus perhaps shouldn't be acted upon.

Enforcement of recent BSIPs which were put to worker proposals have instead relied on the intimidation tactic of immediately removing votes (or the threat of) from witnesses who refuse to comply with BSIPs which lack sufficient network consensus. This disagreement on feeds threatens the integrity of the network by pulling the rug out beneath witnesses without prior communication.

1. Short Term Loan for Worker Proposals, Witnesses, Developers and KYC BTS Members
- Short term loan for WP, Witnesses ad Developers who need urgent money, the loan is backed by their future 1-2 months income. The interest rate suggested is 5-10% per month, if interest too low it may be abused. No KYC Required.
- Short term loan for long term BTS Holders, KYC required since they have no future income from Bitshares to support them. Interest rate suggested is 15-25% per month. Set a maximum limit how much they can borrow to reduce risk.

2. Invest in Startup/Business
- Some entrepreneurs have the knowledge and skill to build a business but lack of funding. If Committee decided to invest into them, then request them for a permanent free advertising slot for Bitshares (especially online business), integrate BTS and BitCNY/USD in their payment gateway and share a portion of their future profit.
- Invest in Startup/Business is very risky but worth to try because it is a good method to have great exposure to business world and if any of the business become successful, then Bitshares have positive cash flow outside of DEX.

5-10% / month? that's 200-300% APR...

We're a decentralized exchange....not decentralized loansharks :D
What about buying and holding peak norns long term? Would lock up 2x BTS in collateral & would offer peak norn shorters up to 0.8% debt destruction per day.

Alternatively, could use committee funds to algorithmic-ally buy norn troughs then settle their peaks to earn approx 0.8% per day.

Norns potentially enable greater rates with less risk than those offered by Bangzi & Dai 👍

Attention price feed publishers: Since the recent Bitshares blockchain halt, multiple price feed sources for the norns ceased publishing feeds due to getting stuck on a 503 error. Please reset your price feed scripts to begin feeding the Norns once again, thanks.

So you support refund400k, I do not. The impact of refund400k on the future price of Bitshares is subjective, however it's had an undeniable negative effect on development and marketing contrary to ShirleyDD's latest newsletter.

I  think the holder has the right and ability to decide which worker is good for them.
I do not disagree that BTS holders have the right to decide their own voting slate.

Now i only can see many of you think the holder is foolish and short-sighted.
Voting for refund400k is short-sighted since it immediately sacrificed development, infrastructure, integration and marketing with long lasting impact with little prior outreach.

I don't think that all BTS holders are foolish, I'm simply explaining factual inaccuracies in ShirleyDD's newsletter which were irrefutably caused by refund400k.

The worker was voted in and out which was very normal, the holder didn't give a promise for that.
Sure, worker proposals provide highly unstable employment prospects for developers.

The holders may not have made promises, but individuals acting on behalf of integration & conference worker proposals certainly would have had to make promises on behalf of Bitshares once they were previously activated; not a good impression to pull out of multiple such contracts so abruptly.

The worker fund shouldn't only come from the reserve pool,it should also come from donation or other way.
Releasing reserve pool funds to worker proposals is like a donation from the network.

It's unlikely that private donations will fully replace reserve pool funding; the NA conference is fully cancelled by refund400k - donations won't matter.

Developers aren't going to work for free, they have bills and rent to pay so they will seek work elsewhere quite quickly.

Voting for refund400k isn't good. Refund400k has caused multiple items in ShirleyDD's newsletter to be factually inacurrate.

3. All UI development has halted due to refund400k: https://bitsharestalk.org/index.php?topic=27785.msg335107#msg335107
4. Bitshares Decentralized sponsorship worker proposal is de-activated due to refund400k, a severe loss of marketing opportunity.
5. Steemfest worker proposal is not active. Given how refund400k effectively cancelled the other two conferences without notice, you shouldn't promote this as a sure thing.

It doesn't appear that the true damaging effects/consequences of refund400k are being fully communicated, especially with this 'newsletter' being fully unaware of the above.

This probably shouldn't be included in public facing newsletters - the develop sub-domain is a development environment ahead of public stable releases. The highlighted UI elements are unavailable in the latest stable releases, the non-develop web wallets and given how refund400k has fired the bitshares-ui workers it's not getting publicly released anytime soon.

Today's blockchain halt is clear evidence why funding dev workers is important; had the core worker no remaining funds the response may not have been so swift.
