参数调整目的：争取恢复 bitCNY 锚定，缓解部分借款仓位抵押率过低的问题。

今日操作：
ICR 从 275% 上调至 295%
MCR 从 175% 上调至 180% ，后提高到 185%
MCFR 爆仓费 从 5% 上调至 6%
债务上限从 3500 万 bitCNY 下调到 2800 万 bitCNY

目前参数：
ICR 295%
MCR 185%
MSSR 150%
MCFR 爆仓费 6%
强清价格偏移 2%
强清费率 1%
喂价 0.22 暂时保持不变

借款功能目前开放，债务上限 2800万 bitCNY

注：
295%的ICR结合0.22喂价，相当于价格0.13时要求174%的初始抵押率。
计算方法： 0.22 / 295% = 0.13 / 174% = 黑天鹅价 0.075

185%的MCR结合0.22喂价，相当于价格0.13时要求109%的最低抵押率。
计算方法： 0.22 / 185% = 0.13 / 109% = 黑天鹅价 0.119

150%的MSSR结合0.22喂价，相当于抵押品最低卖出价为 0.22 / 150% = 0.1467
再结合 6% 的MCFR，相当于要吃爆仓单，最低买单价为 0.22 / (150%-6%) = 0.1528

In addition, most of issuer permissions have been forfeited on all the 1.0 bitassets. Details updated to OP.

今日更新：

新建资产 1.3.5866 RUB1.0

新 RUB1.0 资产包括之前的6个资产，放弃如下参数调整权限：
* 发行人可将资产收回（强转），目前参数关闭（也就是说不可强转）
* 所有转账必须通过发行人审核同意，目前参数关闭（也就是说可以自由转账）
* 禁止强清，目前参数关闭（也就是说允许强清）
* 允许发行人进行全局强制清算，目前参数关闭（也就是不允许理事会主动发起全局清算）
* 禁止借款，目前参数关闭（也就是允许借款）
* 禁止调整供应量上限，目前CNY1.0参数关闭（也就是理事会可以调整CNY1.0供应量上限），其他资产参数开启（也就是理事会不可调整供应量上限）

注：CNY1.0的供应量上限参数是由于误操作导致不可禁止调整。目前供应量非零，无法修改。正与社区协调，期望可以修复。

另外，补充前日更新：
* 放弃如下参数调整权限：调整 ICR、调整MCR、调整MSSR

General Discussion / Blacklist managed by the committee to combat phishing attacks

A new "committee-blacklist-manager" account has been created to fight phishing attacks.

613 accounts have been added to the list (source https://github.com/bitshares/bitshares-ui/blob/develop/app/lib/common/scamAccounts.js).

The blacklist has been enabled on major committee-owned assets.

It's recommended that gateways and other businesses add that account as one of their assets' blacklist authorities.

HOWTO: in the reference wallet, "update asset" page,
  • flags - Require holders to be white-listed
  • Whitelist - blacklist authorities - add the "committee-blacklist-manager" account

For command line, add 2 to "flags", and add "1.2.1793420" to the "blacklist_authorities" array.


If found a phishing account is missing in the list, or found a new phishing account, please report here or on Github https://github.com/bitshares/committee-tools/issues/new .

If found an account in the list is not a phishing account, please appeal here or on Github too https://github.com/bitshares/committee-tools/issues/new.

为尽量减少用户被钓鱼攻击的现象，理事会已新建账号 committee-blacklist-manager 用于集中管理黑名单。

目前黑名单中已有 613 个账号，数据来源为 https://github.com/bitshares/bitshares-ui/blob/develop/app/lib/common/scamAccounts.js

主要理事会资产已经启用该黑名单。

建议各网关、项目方将该账号添加到各资产的黑名单管理员名单中。
具体方法为：在网页钱包中，更新资产界面，
  • “活动标记”标签 - 要求资产持有人被列入白名单；
  • “白名单”标签 - 黑名单权限 - 添加 committee-blacklist-manager 账户。

如果用命令行操作，则将 flags +2 ，且 "blacklist_authorities" 数组增加 "1.2.1793420" 即可。


希望社区共同维护该黑名单，如发现遗漏的或者新的钓鱼账号，请及时举报。

Purpose:
to restore the peg of bitCNY in the long run and mitigate the issue that some debt positions' collateral is too low.

Changes:
ICR has been increased from 245% to 275%.

Current parameters:

ICR 275%
MCR 175%
MSSR 150%
MCFR (Margin call fee rate) 5%
FSO (Force settlement price offset) 2%
FSFP (Force settlement fee percent) 1%

The median feed price is 0.22 CNY/BTS.
Note: the ICR value 275% for feed price 0.22 effectively means 175% for market price 0.14, and the corresponding black swan price is 0.08.

Borrowing has been enabled earlier. The maximum supply is limited to 35,000,000 bitCNY.

For every liquidity pool, an asset need to be created, which is at least 965 BTS of fee (1/2 for non-LTMs due to initial fee pool, 1/10 for LTMs).
